Plan a little town on paper. Your sheet has three streets, Maple, Birch and Cedar, of 10, 11 and 12 lots. Everyone plays at the same time with the same cards, on their own sheet. The best town wins; in a solo game, beat your own best.
If none of the three cards fits anywhere, you take a refusal instead.
Hedges split a street into pieces. A piece of 1 to 6 lots with every lot built is a finished block. Street ends count as edges. Each block scores its value: at the start a block is worth as many points as it has lots, and the Valuer raises that.
Three goals are drawn each game, each asking for finished blocks of given sizes (like two blocks of 3). They are checked at the end of every round and ticked off by themselves; the blocks used are stamped and can’t count for another goal (they still score as blocks). Whoever finishes a goal first earns the big number; anyone later earns the small one. Players finishing in the same round all earn the big number.
The game ends after the round in which someone has finished all three goals, built every lot, or taken a third refusal.
Tie: more finished blocks wins.
